Tricky one this. It would be nice to have a Moving subsection so that all the 'moving' pages were grouped together. Ditto Shipping but as you said this would leave the homepage col3 with only two links in it and would look sparse. I still think the homepage title (primary term) should be 'Moving and Shipping' but I think the blueprint should be like this using LINKTO's to fill up col3 of the homepage:-

That puts about ten links in col3 of the homepage so it will look reasonable plus it also maintains the Moving and Shipping groupings.

Really we should use LINKTO's more since they are a good way of getting round a site. Theres not much harm in adding a few LINKTO's here and there. The only problem is that if you use too many some pages can get cluttered and not see the wood for the trees.
